Integrated Regional Operational Programme (IROP)
The Integrated Regional Operational Programme (IROP) is one of the operational programmes through which funds provided by the European Regional Development Fund (ERDF) are distributed in the Czech Republic. Operational programmes are implemented in six-year intervals; the current programming period covers the years 2021–2027, with projects eligible for completion until 2029.
IROP is managed by the Ministry of Regional Development, namely by the Managing Authority of IROP. This authority issues calls for project proposals, sets the submission conditions, grants funding decisions, and disburses funds.
The Centre for Regional Development of the Czech Republic (the Centre) is responsible for project evaluation and selection for approval. Its regional offices, located in each regional capital, provide consultations on project proposals and oversee the implementation and reporting of supported projects.
IROP supports 10 priority areas (specific objectives):
- eGovernment and Cybersecurity
Expanding and accelerating the digitalisation of public administration and ensuring all population groups benefit from digital transformation - Integrated Rescue System
Strengthening the system of civil protection to ensure an adequate response to existing and emerging threats, including climate change - Green Infrastructure in Cities and Municipalities
Developing green urban and municipal infrastructure to improve quality of life and mitigate climate change impacts - Class II Roads
Improving regional road connections to the Trans-European Transport Network, reducing regional accessibility disparities, and cutting transport-related emissions and energy intensity - Educational Infrastructure
Enhancing regional education by expanding and modernising school facilities, with a focus on STEM education, foreign languages, and digital skills - Social Infrastructure
Improving the accessibility and quality of social inclusion services, supporting social housing, and completing the deinstitutionalisation of social services - Healthcare Infrastructure
Improving the quality and availability of healthcare services, including integrated, long-term, follow-up, palliative, and hospice care - Cultural Heritage and Tourism
Preserving cultural heritage values, increasing public interest, improving the condition of monuments and museums, promoting educational activities, and developing sustainable tourism - Community-Led Local Development (CLLD)
Promoting balanced and sustainable development in rural areas, reducing regional disparities, stabilising rural populations, and modernising local services and infrastructure - Clean and Active Mobility
Introducing smarter, more connected, and cleaner transport systems making public transport more attractive, supporting active mobility, and encouraging a shift away from private car use
